Complete Guide to Buying HMDA & RERA Approved Open Plots in Hyderabad

A step-by-step checklist for buying an open plot in Hyderabad: layout approvals, RERA registration, title documents, site checks and registration.

Master layout plan of an approved villa plot community

An open plot is one of the simplest ways to own land in Hyderabad — but it is also the purchase where paperwork matters most. A plot with clear approvals and title can be built on, mortgaged and resold easily. A plot without them can tie a family up for years. This guide walks through what to check before you pay a token amount.

1. Confirm the layout approval

In the Hyderabad metropolitan region, plotted layouts are approved by the Hyderabad Metropolitan Development Authority (HMDA), or by DTCP outside HMDA limits. An approved layout has a sanctioned plan with a layout permit number (often called the LP number).

  • Ask the developer for the approved layout copy and the permit number.
  • Check that your plot number appears on the approved plan with the same dimensions you are being sold.
  • Make sure roads, parks and open spaces shown in the brochure match the approved plan — these areas cannot later be converted into plots.

2. Check RERA registration

Projects that fall under the Real Estate (Regulation and Development) Act must be registered with TS RERA before they are advertised or sold. Registration means the project details, approvals and timelines are filed with the regulator.

  • Ask for the TS RERA registration number and look it up on the official Telangana RERA website.
  • Compare the promoter name, project name, survey numbers and layout area with what you were told.
  • Read the declared completion timeline for roads, drainage, water and electricity.

3. Verify the title

Approvals tell you the layout is permitted; title documents tell you the seller actually owns the land.

  • Title deed and link documents going back as far as possible (ideally 30 years), showing an unbroken chain of ownership.
  • Encumbrance Certificate (EC) for the same period, to confirm there are no mortgages or pending claims.
  • Conversion orders showing the land was converted from agricultural to non-agricultural use, where applicable.
  • Pass-book / revenue records matching the survey numbers.

An independent property lawyer can review these for a modest fee — it is the best money you will spend on the purchase.

4. Walk the site

Visit the layout in person, ideally twice — once on a weekday and once after rain.

  • Is the approach road wide and motorable, and does it match what the brochure shows?
  • Are internal roads laid, and are drainage and electricity lines in place or underway?
  • Are the plot boundary stones marked, and do they match your plot’s dimensions?
  • How is the neighbourhood developing — schools, hospitals, employment hubs, upcoming infrastructure?

5. Understand the costs

Ask for a written cost sheet that includes the plot rate, development charges, corpus or maintenance deposits, and the government charges for registration. Clarify the payment schedule and what happens if either side delays.

6. Registration and after

Plots in approved layouts can usually be registered at the Sub-Registrar office once payment is complete (“spot registration” where offered). After registration, apply for mutation in your name with the local body and keep certified copies of every document in a safe place.
